That's pretty simple:

If you're located in an non-european country, you'll be billed excluding VAT.
If your company is within Europe (excluding France) and you have an intra-community number, you'll be billed excluding VAT.
If you are located in Europe, but you don't have intra-community number, you'll be billed with 20% VAT.
If you're located in France, il all the cases,  you'll be billed with 20% VAT.

Inside T-Pop app, on the top menu, choose "account details", you'll be able to enter your intra-community VAT number at the bottom of the screen.
Your number will be then checked in the Europe VAT numbers. If the number is validated, your orders will be billed exc.VAT.
